Forum Title Animation Help

First of all...this is my first post on vb.org. I need help on how to edit the forum titles on the forum home. I want it so that when someone hovers over a title it gives a shining affect. I also need to know how to change the colors of it. Please help.

An interesting idea. I don't think I've ever seen it done. Maybe some kind of custom style, but it wouldn't be free.
