I was asking around on the vbulletin.com and was refered to this site to see if the mods I need are available.
Basically I want to start a site using VB and .....well, take a look at the link and you see what mods I need.

I don't know if they misunderstood your request in that thread, or I misunderstand what your asking. But if you're just talking about subdomains under a flagship domain, then you don't need multiple licenses.
But on the modifications, other than some basic conditionals needed to show ads in specific forums, this pretty much just looks like stuff vBulletin does by default. I read through your questions and I don't see much, if anything, that would require a modification, per se. Just some template edits for the advertisements.

If I understand you right then it's actually legal to have several vbulletin installed on its side? is it legal to sell a sub domain with a whole vbulletin site for a small token amount?

No, that's not what he's trying to do, nor what he needs to do to have his 50 state setup. You don't have to have a separate license for each subdomain, but you'll only ever be able to use one installation.

If you want a subdomain for each state, but have it all under one forum, you'll need vbseo to configure the URL.

I was also thinking maybe redirects.
