Restrict guests wien server load is too high

Is there a way to restrict access for unregistered users, when server load is too high? I want to keep registered users to keep working, but unregistered/guests will have to wait. I asked on vbulletin.com, and they said that this would require to tweak a code. Is there a work-around?

There is this option - vboptions > server settings > *NIX Server Load Limit . It will turn away users if the server loads gets passed a certain number.

I want only unregistered users, not all of them.

I'm dealing with this now, would be nice to see updated plug-ins for 4.x Restrict search, restrict usergroup… would be really useful.
