I am planning another new site and would like suggestions. The site will be stone axe simple a main page with advert and a link to a huge database. After setting up vbuleitin for others and placing some plugins and toys, I think it well may be over kill. But still I love the flexibility. I do not have a registered vbulletin in my own name and will be more than glad to support any software or open source adventures.

It depends on your goal. If you need a forum, get vbulletin installed. If you don't, then you may be just need a simple CMS.
You can always add forum to your existing CMS later on.

I'm not Don Tait, but I think Pre-sale questions do not require the purchasing of the license for VB.
The topic starter also mentioned he does not have a registered VB.
I'm also unlicensed, but that's because I did not purchase the license yet.
