Error 403, but only in Stylevar

I just installed 4.1 (first time / fresh). It's on 1and1. I uploaded the zip file and used the 1and1 cp to unzip it on the server. The install went fine and everything appears to work. The only thing that's going weird is when I click on stylevars in style manager. Clicking on any of the items in there gives me:

Error 403 - Forbidden
You tried to access a document for which you don't have privileges.

My first thoughts are that I need to change the privs to some files using my ftp app, but:
a) what files?
b) why does it work for everything else?

Any hints or things to try?

You may want to post on vbulletin.com about this. They have the support for vb over there. The only thing I can think of is that possibly you do not have full admin rights. you would need to get the other admin on your site to grant you full rights. If there is not another admin on your site, then you may need to ask on vb.com and it maybe a bug possibly.
