A way to translate PHP files according to vB license ???

As everyone know,
Distributing PHP files of vBulletin, modified or not breaks the vB license agreement ...

How can we make a translation of admin CP, mod CP and vB files ??
it's quit impossible for traductors to give to their members a full product ...

I've recently found the Script Hack Wizard (http://shw.coders-net.com/download.shtml) software ...

This soft permit us to make some "hacks" of the vB files, without breaking the vB license ....

but, it's very boring translating with this soft ...
The use is not easy for newbies etc ...

I'd like to know if anyone know a software wich can made an auto-install pack from a translated file ...
Is anyone know what i mean ?

We are actually discussing how to do this in time for the 2.1 release without increasing either the resources used or make it unduly difficult on the admin.

We will post more on this as time for 2.1 gets closer.
