see this pic im update vb 3.8.6 to 4.0.8 then see this problem , in firefox browser only : pls help me i reset language and style to default by tool.php file but dont repairand i have this problem , pls see pic

Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
SaveThen browse the site using that totally default vbulletin style - do you still have the same problem?

If you do, try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php

define('DISABLE_HOOKS', true);

And do you have all default files? What does it look like using English as the default language?

It's really hard to tell what is up via just an image. We would need to have a link to a thread with a test username/password to view the CSS of the page and see what is going on.

Those are really, really old - from version 3.5. I don't think they apply any longer since they were fixed.
