Has a bar scrolling on the top right saying" You are Unregistered, please register to gain Full access. " with an X icon to exit it.

I want to implement something exactly like THAT onto my site, how to do so?

That site took forever to load and motivated me to x out. bad idea.

That's a mod I used it when i had vB 3.6 and i guess its no more supportable for new versions anyways here is the link.
