Set forum no new threads

Can I set a forum to NOT permit new threads?
So it will accept new posts on existing threads but not add new threads.

Also I'd need to occasionally add a thread myself as admin but no one else can.

Forum Permissions > find forum > edit all usergroups and set Can Post Threas to No, but Can Reply to Yes.
