For some reason, my promotions don't seem to work.

I have two usergroups, one named "PVT" and another named "PFC".

I want PVT to promote to PFC when the user reaches 50 points.

I then want the rank image from PFC to show.

I made sure all my settings in promotions were right (do by posts, 0 rep, 0 days registered, 50 posts, join usergroup PFC) and nothing seems to be happening to the user.

Does anyone know why?

Did you set the correct usergroup to promote *from*? And have you tried manually running the Scheduled Task? Also, promotions will not promote someone who hasn't been active since the last promotion task was run. It only looks at users that have been active since the last task.

Do you know where I can access the Scheduled Task area? It checks every hour, is there any way to change this??

You would click on the scheduled task to edit it and change it there.

I have the same problem... I want all users with less then 15 posts to not pm

I made an usergroup,
Made a promotion with posts 15 based on normal members to out into the new user group, to my surprise it puts members who were active the last day but with MORE than 15 posts ?

How can I put a promotion in That let's new members not pm unless they have 15 posts.

You can only promote on posts >= the value you give ("Reputation Comparison Type" only applies to strategies that include Reputation). So you could create a user group with no PM permissions and use "Prune/Move Users" to move all users with < 15 posts that new group, then add a promotion to Registered User with strategy set to "Posts" and "Posts" set to 15.

Of course you could also do it the other way - disable PMs in the current group and make a new one that is allowed to PM, then you don't have to move any users.
