Vbulletin.com Like navbar and header

Hi my friends, i was looking around the forum almost for a week and i search every parts of the forum but couldnt find it, can somebody tell me or tell us how to make a navbar like that and header like that,
i am also attaching what kind of things i am looking for

that's a custom html page, which can be easily reproduced

if it is so easy , could you please show me how .
to produce the html page is not a problem but how i am going to embed that html to the home page that is the point which i dont know

Here is the deal , after i have made lots of searches, i came up with something like that,
this is a custum navbar, if you would like to use something like that on your website i can help you guys,

now i need to make some changes on the header :D
