1) As far as you know, is there the possibility to have a shoutbox for each separate section of forum.

2) How i can allow to a moderator the possibility to ban an user from only his specific section?

1) Depends on the shoutbox, I would think. That is something to ask in the modification thread.

2) You can't in default vbulletin. You'll have to look for a mod or write one yourself.

Other question. As far as you know, is it possible to force an user to visit a google adsense's link (and if he doesn't visit it, can't continue to navigate into the forum?)

No, you cannot force them as far as I know. (and I think you may get in trouble also if you do - read your terms)
