who do i change that color?

i did a fresh install of 4.0.8 but how do i change that font color from white to something else? (see attachment) ... the style guide pdf says "profile_sidebar_color" but 1) i can not find that option in the style vars and 2) the color of the text in the other red circles is also wrong!? i have never had this problem with a fresh install.

(the other text wont stay green ... its just for testing :P)

and why does "header_background" change the fonts color of the tabs inside the red circles throughout the page and not only in the header? same goes for "navbar_tab_selected_background" ... changes the tabs in the red circle ...

that behavior is new ... it was not that way in earlier versions ... bug or intended?
