Universal header and footer

I want to put a Universal header and footer that exists on all pages on my website on to my vB4 (4.0.8) forums. Is there a way to remove the logo and shrink the height of the that area to just be big enough for Settings/My Profile/etc... menus and put the universal header on top of that. What templates do I need to look at. I need similar info for the footer also.

Sorry for the lank of proper term, have not found a vBulletin menu describing the names of the different area of the forums.
