I am looking to publish on my CMS home page, food section, where bloggers can post pictures, and little bit of description of the recipe and that will be linked to their blog.
My goal is divertiing traffic on food bloggers site from my site and in return people will come on my site to check new recipes.

Not sure i understand what your looking for. But, there are some 4.0 mods for photo gallery, which allow users to add additional info including address (to show map of where photo taken), and description of photo.

May be able to use the link mod, which allows visitors to post URL links with photo too.
