Hello!

How do I disable users to publish url in messages?

For example: if the user is less than 10 messages, links are not shown.

What is the plugin that does that?

Have a look at my mod. It does just that.

Thank you. Is this version compatible with vB Version: 4.0.6?

One thing we did was make a new account as a copy of the registered users groups, name that one to regulars and then the original registered users group you can globally disable links.
Then you make a promotion that sends the users to the regular group after they make 10 post.
No need for a mod, it's default with vBulletin.

Really? Where is that option that doesn''t allow users to post links in posts? Can you show it to me please? Because as far as I know there is no such built in option in vb.

Yes, it is.

ah maybe your right, we did restrict other items though like; blogs, profiles, sigs, and pm's via the usergroups.
we used this mod to help with limiting URL's in post
Cyb - Advanced Permissions Based on Post Count (https://vborg.vbsupport.ru/showthread.php?t=177704) - a very popular and well supported mod.
