Dial up and slow connection users

Hi everyone. Was wondering about 'slow' connection users. I have been to some forums (not vbulletin) that have a 'slow connection' way of viewing their forums. I know that even before I added many of my addons, there were some people who just could not use my forums because they are too slow for their dial up connection.

Is there a way to implement this? Just curious if anyone has ever done anything like this before.

you get what you pay for in the INTERNET and dial up is obsolete, nothing you can do for them as users they will be subject to their own setups, and text based forums are just about all they can access. any mods buffering videos or slide shows will be hard for them to access. you cant buffer your board for them.
