I am thinking of purchasing the VB forum, can the CMS aspect of the forum be added on later or is this something that needs to be purchased at the same time?
I'm not sure which direction my forum will be going but I Would like to have he option if need be.
Also I see the blog is also not part of the forum only script?

The forum only package also only comes with 1 month of ticket support- if there's any way to swing for the full suite you're better off.

You may purchase the vB4 Forum and run that and then later purchase the Suite which comes with the CMS and Blog.

The main difference is the Suite has blogs and a content management system (CMS)- besides threads and posts you can make "articles" and your users can have "blogs" - if you have your site indexed by search engines the extra content can only help bring more traffic but you need to use them- if you ignore them they are of no help.
