This can be done either with a mod or setting up a post count group under 50 posts and don''t give them permissions to post or vote in polls.

If you want to do it with a mod, then try to ask it at the request forums, paid or unpaid, depending if you want to spend money on the mod or not.

Then either do the group promotion thing or post your request here and hopefully someone will create such a mod for you. It is an easy one.

That is the forum where you can request a mod or something else unpaid. Meaning that you are not willing to pay to have that request fulfilled.
