Avatar Problem

Hello guys, I have a very strange problem .. trying to upload an avatar shows me this error

Unable to move / copy the files

This happens with all groups.

Is safe mode enabled on PHP? If so, this is a very likely cause, or a open_basedir limitation, which might cause it to not be able to be moved to the new directory.
