Navigation Bar Tabs in the Header

When I resize my windown all of the content moves according however my Navigation Bar Tabs in the Header does not move right away and sometimes not at all. how do i lock it with the rest of the content

it looks like it only happens on my computer, on my wife's computer everything moves together. Must be a setting on my computer

Everything looks fine to me as I decrease and increase the size of my browser window. Are you using the same browser (same version and everything?) on both computers?
