Tournaments pages

All the pages in the arcade have the top_link navigation
and most have the active user ( not all) But I feel this one should have the active user, anyway
I'm looking for the code that adds the top_links navigation to the page
and where to put it..
I know it's got to be global

example
see the first image has the top_links nav, this is in viewtournaments

the second image is in finished tournaments

there is now top_links nav or active users on this page ..
I would like to add them

I can't figure out what is calling it let alone where to add it if I find it..
