How To add .htaccess in windows server 2003

i want to add .htaccess in windows server 2003 for few ips from where lots of bad users coming in my forum can any one please tell me how to add .htaccess file in windows server 2003 so that i can add it in mine

Looks like you just need to 'trick' it into renaming it .htaccess or changing apache (if that's what you're using) to look for a valid windows filename.
