Mod for voting and promoting a thread to front page

Hi all, I want to ask if anybody knows about a mod that allows users to voting and promoting threads to front page, like i've seen in this board: http://forum.xda-developers.com/showthread.php?p=7192407 (you can see it at the right of thread title).

Looks to be a homegrown thing, but I also would be very interested in learning more about it.
