How can I email users custom emails or newsletters to their emails that they used to sign up?

I think there's a newsletter mod for vb4 around here somewhere. Personally, I figure none of them gave me good emails when they joined anyway so it would just end up getting me in trouble on my shared host (shared hosting only allows x emails per hour).
