help with attachments

hi, I am using version 4.0 and whenever I try to attach an image to a new article or post it tells me that I have exceeded the limit by 1.4 MB. This is happening when I tried uploading a file or by linking with the URL.

Where are the options that I need to change.

Could safe mode be the problem?
