I think this off topic but hey sorry

I integrated a paypal donation to my forum

but just one question:

I live in Morocco, and was not allowed to have an international credit card, this is not allowed

so I just want to know if we can get on paypal donations or money without a bank account or credit card (like moneybookers)

I'm no Paypal expert, but I don't think so. Not for business accounts anyway. Wouldn't this question be better asked over at Paypal though?
