Ban list?

I see another forum has a list of users who were banned, username, ban reason, date they were banned, date ban will be lifted (if ever), and who banned them, as a long list... their url is:
http://DOMAIN/forums/misc.php?do=banlist

I tried this at my forum and I get my list of smilies... is this something built into vB or a mod or do you know how to do this?

That could be ugly, sucking up resources (queries), specially if its public.
