Like they do at vb.com, when you create a new thread, you have to select if regarding Forum or CMS.

I would do similar for a forum for Classified Ads.

They use the "Preifx" feature in vBulletin. You can assign Prefixes per forum also.

Go to AdminCP -> Forums & Moderators -> Thread Prefixes

Setting them up is easy once your in there. :)
