User cannot reply to private messages

I have a user on my forum who, when he replies to a message, it only delivers the quote and omits his message.

Example:

The empty quotes were meant to have text in...

If the system works with every other user including yourself, its 99% a issue on his end, clear cookies, cache, restart browser etc...

Yeah I guessed as much, just wondered if anyone had experienced this anomaly.
