broadcast a message to online members

Is it able to, for a web administrator, he/she can use the vB control panel , type a message and then submit. That message will broadcast to all online members .

At the members screen, they will received a popup windows

it is good for some emergency system maintenance

This is more of a template modification than anything. You can insert the pop-up window code into your page and put your message in there for your members to see.
