I am looking for a scrolling marquee similar to this,

1. I would like it as a product if possible

2. I need it to have the option to include/exclude forums

3. I need to be able to include/exclude usergroups from seeing it

Their used to be a nice one for 3.xx that had those options but I can not find it anymore
