Users must be logged in/Have X posts [NON VB PAGE]

I was wondering how I would go about making users have to be logged into the forum and have a certain amount of posts before being able to see content on a NON-VBULLETIN Page, this is because we're creating web tools which we want users to be able to use once they've obtained so many posts.
