I'm just curious why this site runs such an old version of vBulletin.

vB.org works fine. Upgrading would entail modifying all styles used by the site, and refactoring the code used to parse templates in custom modifications. Plus, I would imagine they would not want to upgrade unless they upgraded "correctly" (i.e. upgraded in a way that takes advantage of the new features offered by vB4 such as the now coupled Blog and Portal systems).
The site will probably transition to vB4 someday, but I don't think there is any pressing need for vB4 exclusive features. As I mentioned before: vB.org works fine.
