Ok, just recently did the update to 4.0.4 lvl 1 and since then i can't see my "users/usergroups" option tab in the admin panel!!
Did clear all cookies and restart and did all normal stuff related starting "fresh" but even tho, my option is not showing!???
Any ideas why ?

Reupload your adminCP folder to the server, see if that helps.

Lol, disable all plugins & Hooks....
Settings > Options > Plugin/Hook System
Set to OFF and see if the problem persists.

The only other thing I can think of is to check your Admin permissions to be sure you are allowed to see that tab. Something might have gotten mixed up there on the upgrade, although I can't see how. I also upgraded, and didn't have this problem.

I would suggest you ask over at the com as I have no idea what could be causing it other than a skin problem.

Use the tools.php in the do_not_upload folder in the vbulletin zip and reset your admin
it will reset it to full rights
