Alright so I have looked EVERYWHERE, and I really would like this for my forum.
What mod is this, or what add-on is it?
Here is a screenshot of what I am talking about:

Where it says "Get Your Ad Space Here!!!" in those boxes, that is what I want.
Can anyone help me ?!

It looks like just some basic custom html placed in the ad location that vbulletin has.

As zelnik said, just place this code in your "below navbar" ad location & you should get the exact thing in the image you attached.

Wow thank you so much, this worked great. Is there anyway to make it look more appealing? Rounded edges? A better font?

you can style it the way you want, for example play with these colors:
bordercolor="#808080"
background-color:#FFFFFF
font size="4"
face="Georgia"
Here is another example with fixed width (800px) with a background image of you choice:

just change the "images/someimage.jpg" to the right path of the background image of your choice.
