Running VB4 and would like to know how I can add the code tag icon (#) and functionality to the Quick Reply box?

Thanks. Just imported the xml file but I get this message
Warning: Plugins are currently globally disabled via config.php.Where do I find this file and what do I edit to enable plugins?

On the back side of the server where you uploaded the files to install vbulletin.
