I've been trying to find an option for this but I can't seem to find anything. Currently, when you click "Post New Thread" you get this:

How do I turn on the wysiwyg toolbar and smilies? They are also not shown on the Post New Reply page either. The wysiwyg toolbar is available on quick reply but that is it.
I'm sure I am just overlooking something easy but it is driving me crazy at the moment.
Setting > General Setting > Message Editor Interface: Enhanced Interface - Full WYSIWYG Editing

Hmmm, that is not an option for me under General Settings.

These options are set to display the full wysiwyg and have been set like this since the beginning. I would assume that this would be what I want but it doesn't seem to be the case.

I know it's been a few months but this still isn't working. Can anyone help? What am I missing? This is really frustrating.

Still nothing. I am also unable to post BB code in the first post of a thread. Why, as an admin, would I not be able to do that? All of the permissions are correct and every other member is able to do it.

Any ideas what is causing this? I can't imagine I am the only person that has ran in to this. All of the permissions are set up correctly in both instances yet neither works.

He means in your personal settings, not an AdminCP. If you've already set that, then I'm stumped mate.

Thanks for the post. That took care of the first issue with the wysiwyg editor.
I am still not able to create a new thread with html or bbcode in the first post. It still doesn't show line breaks and shows all bbcode tags.
This is apparently just for one specific forum. I posted in a few other forums as a quick test and everything was cool.

Still struggling with this. I've checked every setting I can think of. For whatever reason I cannot post any html or bbcode in the first post of any thread that I start in one particular forum. All settings and permissions are identical.
