i get this error in certain section when starting a new topic or even clicking on the new topic or category

Turn all mods off and try again

There aren't mods installed. I just installed this..but then again 4.0.3 has a fix from my understanding and I need to renew and i'm on 4.0.2 thanks

Contact your hosting company, this is a server configuration issue.
