There is no downloading required when installing a mod?

I heard from somebody that there is no downloading required when installing a mod. Only template edits.

is this true?

Every mod is different. Some only require template edits, some require uploading products or plugins, some require editing code.... read the description and installation instructions for the mod to find out what is required.
