how to create borders beetween forum subject

Im trying to create the border like on vbulleting has here between different categories of forums. I cant seem to find the tool to create in my admin options. Can anyone give me some know how on this. Thanks!

Not sure what you mean..
If you mean the space between each category then that'll require a template edit.
