Usergroup join requests not being queued

I have created a new user group and want to moderate requests from users to join the group.
It is set to joinable and appears in the group management page of the control panel.
However, people are being automatically added to the group instead of being put into the queue for moderation.
The new group is a secondary group based on the standard members' group.
What setting have I missed?

In order for the requests to be moderated you will need to assign a usergroupleader.
