A mod to identify multiple user accounts?

Hi is there a mod to identify when someone has made multiple accounts from maybe matching the IP address?

I have a user who so far, Has made nearly 30 different logins.
The IP address used is not static, so I have to manually search.

It's made for 3.5, 3.6, & 3.7 but I know it works on 3.8 just fine, not sure of other versions- though people claim it works on 4.0 boards too.

Reviving this topic..there used to be a plugin for either 3.7 or 3.8 that would automatically ban a user if they created a second account (tracked by IP and/or browser cookie). Does such a plugin exist for 4.0 yet?
