Trader Rating

I have an exchange section in my forum, and would like the members who utilize this online classified to be able to receive ratings, or reviews, much like ebay.

A simple feature where you leave positive or negative feedback for the member, and a statement as to why. Perhaps a reply from the rated member, and there we have it.

I have seen this on vbulletin forums, so I know the hack exists, but where?
