I would get rid of the google search at the top
I would change the logo to add some color
I would change the background from gray to white or something
I would get rid of the right side bar.
You asked for suggestions.
Gray and black color scheme is depressing ad some color liven things up
allow visitors to see photo gallery
have a message that pops up and ask visitors to join.
have images from the photo gallery on the homepage.
Git rid of that start page and have the forum come up first.
good luck

You probably won't get help about how to get activity to your forums here. Try a site like theadminzone.com or admincommunity.com or forumpromotion.net

Can you give more reasoning why you say get rid of the things? Instead of just saying get rid of it lol....

I just gave yuo advice based on my highly popular forums and what works for me.
Also at the top of your forum one of the first categories should be something like a coffe talk lounge.

Redesign your theme, get professional help with that. I'd either remove the portal or replace the "recent forum activity" with some valuable content, right now the main content of your homepage just highlights your forums inactivity.

the calculation will be simple... the more you want that site to raise, the more you will have to invest. coders like me are simply doing what you are unable to do... if you are not ready to pay for your site, let someone else start a competing site and he will be successful on his own.
it is not always a simple question of codelines, it is also ellaborate a real process to become famous... if it'd be that easy with a 10$, everybody would be famous for 10$.

budget-wise... hum, 500 to 5000$ can be affordable... rofl
if someone request you a 50$ to restructure your site and make you famous, start to laugh and run

Okay first of all, your forum was never "alive". You only have 133 members after 3 years, you know your not doing something right.
Consider:
Writing professional articles about cars on sites like Ezines, and have links that lead to your site embeded within the article
Join other forums and start posting, include in your signature your forum link
Definately change the sites look. Especially for new forums, looks is what will get people looking an exttra second, then you'll need content. Why should ppl choose your site for info?
Make it feel like home. Grey is not the best color :P
Backlinks, backlinks, backlinks. The more you have, the greater the chance of someone landing to your site. Also google will count them up and compare them to other car forums. Whoever has more gets placed first.

That was rude, I have you know your alive may and is probably different from others. Just because I don't have 1 million members, doesnt mean it wasnt a live at one point to me. :D

I have. I have written my own, I have posted others, and I have had others post up. I still do this.

I do. But I can not join similar forums because they charge you for vendoring. Or just ban you so you don't come back.

Im in the process of this. Im finding paid help to hurry the process up
Make it feel like home. Grey is not the best color :P
I have had bright colors, people said its to LOUD and bright, I have had mixture of brights and neutrals, and people just said eh not my choice. and I have had what I have now. You are prolly the 20th person who said my colors then and now were wrong lol. I can't have colors for everyone would be nice to please everyone.

Well I wasn't trying to be rude, more of a wake up call lol
Some forums pick up 130 members a day, so your degressing atm,
Look up the word, Search Engine Optimization Tips, or "key word density" articles, and that will help you write your articles for the web. Write about something people Will want to read, rather than an article that looks like its an advertisement.
Repeating certain keywords in your articles lets google know what your talking about. It will also help seperate your forum from the rest of the internet car articles, hopefully.
A backlink, is just a link thats on another site that leads to yours.
