Forbidden Error

This just started happening today, but whenever I try to edit a users profile through the admincp or modcp, or when I try to edit a scheme, it tells me:

You don't have permission to access /straylightcp/user.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

or

You don't have permission to access /straylightcp/css.php on this server.

However, it will let me do other things within the cps like editing forums, profile fields and what not. I haven't made any changes to the FTP or the board though, other than editing a scheme last night, but I haven't even added any new hacks or anything so I'm not sure what is going on or how to fix it.

I edited the .htaccess file and uploaded it, but it didn't work so I have contacted my host. I was curious though, if I make a new user account through the admincp and then go and try to edit it, it will let me edit that account. Just not any older ones I guess before today. Does that still sound like it could be mod_security?

EDIT: Nevermind, my host has fixed it. Thanks so much for your help. :)
