"Post New Thread" button on closed forum?

If I setup a forum such that Posting Options "Forum is Open" is set to "NO" to prevent posting.

Also, this forum has subforums within it and I don't want any posting within the parent forum.

The "Post New Thread" button still shows-up which could be confusing to board users.

How do you make it go away if the forum is closed?

BTW, setting "Act as Forum" to "No" breaks the display of subforums. The "Forum is Open" trick deals with this, but it introduces this issue with the button.
