Where do you find the code for the "site offline" message?

Basically, I want to create a field off of vbulletin, onto a normal php file where I can put a field in the admincp panel of my website and on the main site, it would show the message why this is offline.

How do I go about this?

The Board Closed message is run as a standard error. There is no code for specifically the board closed message.

You can view the source code of a board closed message by closing your forum, then logging out.
