You could write this yourself as a conditional to check last post time and if older than X days, return said text.

It is not that easy to perform with a template conditional as dates are only available formatted which makes it difficult to perform calculations.

It will probably require a plugin.

thanks but it's 3.5.4 version i need 3.8x version

Did you read the thread to see if users report it to be working on 3.8? Many 3.5 and higher modifications will work.
