Vietnamese keyboard for vb 4.0.3 request

hi coder/designer, developers if anyone of you can help me create a vietnamese keyboard for my vb 4.0.3. that's would be great.

i found that TrucLinh has created a lot but the latest one is for vb 3.8.x, i need new version to work with new vb4.0.3
